Healthy Diet

ii want to turn my fat on my belly to muscle and build up my arm's but i need a fitness Program to work with like what to do each day how many sets and reps of what ever i am currently doing 40 sit up a day but i have no weights to build my arm's up is there any other form or exercise that can replace weights i cant to push up that is totally out of the question but willing to do something else im am currently a w8 waist but i also want to lose weight on my thighs as that is a problem for trousers so could any one come up with a fitness Program for me and dieting
